In response to the severe novel coronavirus pneumonia epidemic, the Hong Kong Special Administrative Region (SAR) Government, with the strong support of the central government, officially launched the "Universal Community Testing Program" on September 1. The Chief Executive of the Hong Kong Special Administrative Region, Carrie Lam, was tested at the government headquarters on the morning of September 1 with a number of SAR government secretaries and members of the Executive Council. She said that the universal testing program is beneficial to fighting the epidemic as well as the society. It will enable Hong Kong to get out of the epidemic, to recover economic activities as soon as possible and to enable citizens to resume their social life as soon as possible.

Previously, because Hong Kong's private and public institutions were not enough to support Hong Kong's novel coronavirus screening on a large scale, the Hong Kong SAR government chose the third-party medical testing agencies that are with extensive experience in novel coronavirus testing to support Hong Kong. In order to better support the implementation of the universal community testing program, Hybribio quickly completed the construction and deployment of the nucleic acid testing laboratory in Shatian, Hong Kong within 14 days. The newly established laboratory covers an area of about 1,000 square meters, equipped with high-end imported equipment, and several automatic nucleic acid extractors independently developed by Hybribio, which can complete the automatic nucleic acid extraction of samples in 18 minutes, greatly improving the nucleic acid detection capabilities of novel coronavirus. Before the popularization of the community testing program, Hybribio actively undertook the novel coronavirus screening work for public officials of the Hong Kong government. The daily test volume reached 10,000, but such a testing capacity is continuing to improve.

This time, the "Universal Community Testing Program" launched by the Hong Kong SAR Government lasted for 7 to 14 days. A total of 141 community sampling points were set up in 18 districts in Hong Kong to provide free testing services of "Wish to Check and Do Check". As of September 2, more than 710,000 people have registered to participate in the national testing program.
